The study examined the period between 2007-2009 and found that, on a typical day, 29 percent Hispanics reported going online via their mobile devices - that's up 11 percent from before 2007. African American usage was even more dramatic. Also at 29 percent, usage climbed from just 12 percent. Both of these groups outnumber white users, who rose from 9 percent to 17 percent. The study also notes that the survey was in English - skewing the Hispanic population to a higher socioeconomic group with a much higher level of broadband penetration in the home.

No doubt, the mobile Web is on the rise everywhere, with seemingly every demographic. However, these numbers suggest that minorities play a significant role in mobile Web growth. This is something for app developers to consider, as well as website owners whose target demographic falls into this category -- make sure your site is mobile-ready.
