The Directive prohibits the transfer of personal data to non-European Union nations that do not meet the European &amp;quot;adequacy&amp;quot; standard for privacy protection. According to the Department of Commerce, &amp;ldquo;The safe harbor provides guidance for U.S. organizations on how to provide &amp;quot;adequate protection&amp;quot; for personal data from Europe as required by the European Union&amp;#39;s Directive on Data Protection.&amp;rdquo;
